The language is somewhat loose in the Google Checkout restricted items: "Travel packages and offers -- Travel services, including hotel, flight, cruise and car reservations; travel clubs".
Some have interpreted that as only those reselling and packaging travel deals, and continue to use Google Checkout. You may wish to contact Google directly and ask for clarification on your business.
